The Bunker Hill Redevelopment in Boston is a major mixed-income, master-planned transformation of the Bunker Hill Housing development in Charlestown—New England’s first public housing community. Delivered in phases, the program includes substantial infrastructure upgrades integrated with vertical development. The Boston Housing Authority (BHA) serves as the project sponsor and oversight agency, with the objective of preserving deeply affordable units while expanding overall housing supply and improving long-term asset quality. Following the completion of Phase 1, Phase 2 commenced in January 2026. Phase 2 will replace approximately 1,100 obsolete units and deliver up to 2,699 total residences across 15 buildings, comprising replacement public housing along with additional affordable and mixed-income units. The redevelopment is expected to generate thousands of construction jobs and support sustained economic activity in the Charlestown neighborhood and greater Boston market.

The project will be developed on a 27-acre site owned by the City of Boston. Collateral Securing EB-5 Funds 

Funding Structure 

EB-5 capital raised through US National Infrastructure Development Fund 5, LLC (NCE) will be channeled through a financial institution designated by the Boston Housing Authority (BHA) and disbursed to the infrastructure project in phases.

Loan collateral

The EB-5 loan will be secured by mortgage collateral provided by the issuer/borrower. The BHA, acting in a public oversight role, will monitor and supervise the use of funds to help ensure they are applied appropriately.

Collateral arrangement

A mortgage (security interest) will be recorded against a portion of the project site and/or certain public assets, and the collateral will remain in place through the capital repayment period as an investor protection measure.

The Boston Housing Authority (BHA) is the agency responsible for managing the City of Boston’s public housing and providing stable housing for low-income residents. Founded in 1935, it operates under the City of Boston and, with support from federal and state programs, oversees public housing and rental assistance. The BHA maintains and repairs public housing across Boston and helps low-income households stay safely housed.

It also runs the Section 8 Housing Choice Voucher Program, allowing residents to receive housing assistance in the private market, and offers tailored housing support for seniors, people with disabilities, and low-income families. The BHA is currently leading the Bunker Hill Housing Redevelopment project. The goal is to redevelop the Bunker Hill public housing community in Charlestown into a mixed-income residential neighborhood.

Delivered through a public-private partnership, the project plans to build more than 2,700 new housing units, with over 1,100 units remaining as public housing. The redevelopment also aims to support current residents’ relocation and return, while creating a higher-quality living environment with community space, green areas, and commercial amenities.
